Matthew L. Talbert, Tephracor CEO

 Matthew L. Talbert is a seasoned corporate executive and entrepreneur with over 35 years of leadership experience across international trade, countertrade, procurement, media, and manufacturing sectors. Known for his creative management approach, Mr. Talbert has built a reputation for launching and growing a series of successful businesses.

Internationally, Mr. Talbert has traveled extensively with U.S. Senators and Members of Congress on Congressional delegations, engaging with foreign Heads of State on matters of trade and diplomacy. He has also been asked to address Congress on water scarcity and its potential for international conflict. 

As CEO of International Offset Corporation (IOC) and its subsidiary, Procur Global Sourcing, Mr. Talbert oversees high-level countertrade and procurement programs serving government and corporate clients in over thirty countriessatisfying over $1B USD in transactions. Prior to IOC, he founded International Trade Finance Corporation, following his leadership of ABS Worldwide, a U.S.-based corporate barter company with over $100M in countertrade projects.

His entrepreneurial ventures include founding Flight Environments, a global leader in aviation insulation and acoustics serving many OEM aircraft manufactures and private jet clients. Mr. Talbert also founded Contract Publishing, the largest contract publishing company in the western United States which produced over twenty-three publications such as BMW Magazine, PGA Magazine, the Beverly Hills Telephone Book, and several titles for the Economic Development Corporation of Los Angeles. He also established Associated Outdoor Services, a national billboard media buying firm.

Mr. Talbert has been featured in the Los Angeles Business Journal and quoted in Nation’s Business and Entrepreneur magazines. His media appearances include segments on CNBC and CNN, and a guest role as a “shark” on CNBC’s “Make Me a Millionaire Inventor.” He has also attended the World Economic Forum in Jordan and served on the boards of the Corporate Trade Council (CTC) and the International Reciprocal Trade Association (IRTA).

Driven by a commitment to philanthropy, Mr. Talbert has funded the development of the Borelite drill, a low-cost water retrieval solution designed to address clean water shortages in developing nations.

Beyond business, Mr. Talbert is an avid pilot holding advanced multi-engine and instrument ratings, a certified SCUBA diver with multiple specialty certifications including deep diving, search and recovery and rescue. He is also a semi-professional race car driver driving in such prestigious events as the 24 Hours of Daytona and Tribute to Le Mans and has also been a student of the martial arts for over 20 years.
